Competitive Request for Proposal – Integrated Logistics and Transportation Services (4PL)

RetuRO Sistem Garanție-Returnare S.A. (“RetuRO”), the administrator of the Deposit-Return System (“DRS”) in Romania, announces the upcoming launch of a competitive request for proposal (“RFP”) process to identify and contract a logistics partner capable of delivering integrated nationwide logistics and transportation services under a Fourth-Party Logistics (4PL) model, in line with RetuRO’s operational and business requirements.

The objective of this RFP is to select a service provider capable of designing, organizing, and coordinating the logistics activities required for the collection of DRS packaging, ensuring the efficient and consistent operation of transportation flows across the network. The scope of services includes, among others, the design, organization, procurement, coordination, management, and performance of logistics operations, the management of relationships with carriers and other service providers, operational coordination through a control-tower, performance monitoring, and the continuous optimization of the logistics network.

The selected service provider shall deliver an integrated logistics solution tailored to RetuRO’s operational requirements, using its own resources and/or a network of partners and subcontractors to ensure that the services are delivered in accordance with RetuRO’s required performance standards.

The RFP process will be conducted entirely through the Coupa platform, where participants will have access to the complete procurement documentation and all information necessary to prepare their proposals. The official timeline for the RFP process will be announced during August 2026.

Given the confidential nature of the procurement documentation, interested companies are invited to submit a signed non-disclosure agreement (“NDA”) to achizitii@returosgr.ro

Upon receipt of a duly executed NDA, whether electronically signed using a qualified electronic signature or signed in hard copy, interested companies will be invited to the Coupa platform and granted access to the RFP documentation once the procurement process is officially launched.
